General Notice_for Pre~al!fication

                                                             (No.PS-ll025/7/2002-PMD dated 25.8.2003)


         
Applications are invited from reputed Project Management and Information Technology/Consultancy Organizations/Individual Consultants to register with the Ministry of Statistics & Programme Implementation to take up assignments in the following areas:

     I. Project Planning, Management and Monitoring and Infrastructure Performance management.
    II. Design, operation & maintenance of computerized on-line or web-enabled information management system, professional design of reports, evaluation of effectiveness of monitoring system and decision support system for management of projects allover the COWltry. This will include selection/procurement of necessary hardware and software and training on usage of above systems.
    III. Surveys and studies in various areas of project management, i.e. time management, cost-control, quality management, human resource management, funding of projects and fund management, communication, tactical and strategic issues and their management, inventory/procurement management, organization and organization management, delegation of power, etc.
     IV. Contract documentation, contracting systems, contract administration, management and monitoring.
     V. Surveys and studies in sectoral areas such as Civil Aviation, Coal, Fertilizers, Mines, Steel, Petro- Chemicals, Petroleum and Natural Gas, Power, Railways, Surface Transport (Roads & Ports), Urban Development, Water Resources, etc. The scope of these studies may relate to study of their existing capacity, capacity utilization, reasons for poor performance, conditions for better performance, aspects of linkages, related perfonnance, conditions for better perfonnance, aspects of linkages, related managerial and organizational issues and solutions, development of system dynamics and forecasting models for inftastructure development and management.
     VI. Undertaking surveys, research and evaluation studies in project and infrastructure management of social sector and development programmes and schemes etc. The scope of the study may include the objective and achievement analysis both in terms of target and quality, fund flows, implementation management, monitoring, review and control system etc.
     VII. To assist or independently organize short-term training programmes, workshops, seminars, conferences etc. in project, inftastructure management and programme management.
     VIII. Project management experts/Consultants to assist in the development of e-magazine, case studies and procedw-e manuals on various project related subjects.
     IX. To assist in the design of Merit Award Schemes for best implemented projects, best written case studies and for best endeavours in the field of project management.
    X. To assist in the development of a Project Management Centre or an Institute to act as prime mover to (i) development project management in India (ii) develop a resource center (iii) coordinate efforts in areas of project management by different institutions and agencies in India and abroad (iv) assist Government in policy design in areas of project management and (v) coordinate training needs and other relevant aspects.
    XI. To provide assistance in the development of System for ConcUlTent and Post-evaluation of projects in different sectors and development of data base on completed projects with findings for reference in planning and management of future projects of similar nature. This may involve setting on outsourced office with relevant staff for 1 to 2 years for coordination of studies, training, documentation, development of web-site on completed projects for use by PSUs, Ministries and other agencies.
    XII. To assist in Monitoring of Accelerated Irrigation Benefit Programme.

2. The application may be submitted to the undersigned  with the following details:
         (i) Organization's brochure with full details of infrastructure, personnel and facilities available.
          (ii) Details ot' projects/assignments done in the area(s) for which the application is proposed to be registered.
          (iii) Brief profile of the resource persons proposed to be associated with assignments in the area(s) of choice.
          (iv) Concept paper(s) on types assignment(s).

3. The application(s) should clearly indicate the area(s) for which the registration/empanelment is sought. If a consultancy organization/consultant is interested in getting registered for more than one area, applications could be sent in the same cover super scribing the specification of the area.
