Sub.:    Pre-bid Meeting on Procurement of Computers and Accessories for On-line Computerised Monitoring System on 17.3.2003 at 3.00 p.m. – Minutes of the Meeting

 

            The tender notification was announced in the newspapers (HT, Times of India, Asian Age, Hindustan, Navbharat Times) which appeared on 6.3.2003. The pre-bid meeting as scheduled was held on 17.3.2003 at 3.00 p.m. in the Committee Room, 324 of this Ministry. The list of participants from different companies is given in the enclosed Annexure. The meeting was held in the presence of the committee members including representatives from the Consultant, Tata Energy Research Institute. Some of the questions asked by the representatives of the vendors are:

 

Q1.      Can one quote higher specifications for PCs that what given in the tender document? A question was specifically asked by M/s CMS representative?

Ans.     The specification given in the tender document are optimum, in case higher specifications are being offered without increase in cost, there will be no objection.

 

Q.2.     There was general inquiry from all the vendors that delivery schedule of three weeks especially for high end servers and routers is very tight. They have suggested to extend the delivery schedule to 6 to 8 weeks.

Ans.     The delivery schedule of 6 to 8 weeks for these items is acceptable.

 

Q.3.            Regarding the specifications for Server I, two questions were raised :

a.                  Whether Smart Array Controller with 12 MB of Read Ahead Cache is mandatory or not?

b.                  In case of Server I total number of expansion slots has been specified to 11, whether these can be less or not?

Ans.     a. In regard to the Integrated Array Controller, the vendors were informed that this forms part of mother board and is available by default. However, the following changes in the specifications are suggested:

(b)        The  query raised by venders on the number of expansion slots for the server has been examined. Though IBM server provids up to 12 additional ActiveTM PCI-X slots and Compaq provides 11 in total, but looking at the request by most vendors, the following changes are suggested:

Q.4.     There was a general question whether Letter of Credit (LC) will have to be opened in the name of the Ministry.

Ans.     Yes

 

Q.5.     A general question was raised by one of the vendors whether the payments will be made in Indian rupees or in other currencies.

 

Ans.     It was replied that the payment will be made in equivalent Indian rupees.

 

Q.6.     There was a question relating to deemed export benefit as provided in the form No. 12 of the Bid Document.

Ans.     It was clarified that deemed export benefit is applicable to vendors as per the Import an Export Policy of Government of India. The entitlement for which will have to be arranged by the bidder

 

The pre-Bid meeting ended with a general clarification that these procurements are being made under the World Bank procedures. The bidders can seek custom duty exemption as per the Import and Export Policy of the Government of India. The Ministry, if requested, will provide a written letter in a prescribed format to facilitate Custom Duty Exemption.

It was also clarified that the last date for submission of the Bid is 21.4.2003.

      The bidders registered with the MOSPI will get a copy of minutes by e-mail. This will also be put on the website of the Ministry for reference.
