The participants considered the concept paper on the
constitution of the Delhi Group prepared by the secretariat. The draft terms of reference
of the Group were discussed item by item. After detailed discussion the Group recommended
the following terms of reference for adoption:
- Prepare an inventory of the existing country practices including
data collection. Sample design, bench mark adjustments. Processing tabulation and
dissemination practices. The Group noted that the ILO had already started to collect some
relevant information and was ready to take the responsibility for preparing such an
inventory:
- Evaluate data collection procedures for informal sector
statistics inclusive of the feasibility of registers on informal enterprises:
- Identify problems encountered within data collection procedures
and recommend measures to improve response rates and data quality:
- Operationalise international definition of informal sector in the
light of country experiences in implementing the standards. The operationalisation should
include questions on delineation of the informal sector from other household sector
activities such as those in agriculture, in rural areas, in non market production of
goods, in paid domestic services and also the criteria to be used for defining informal
own account enterprises and enterprises of informal employers:
- Recommend a minimum data set for Informal Sector Statistics:
- Preparation of guidelines directed at improving international
comparability of various aspects of informal sector data information:
- Identify data needs of national accounts with respect to
compiling data on gross output . value added, mixed income, etc. of the informal sector
enterprises, in particular based on data on production, income generation and fixed
capital (type, quantity and value of goods and services produced and sold; type , quantity
and value of inputs, period of operation, wages and salaries paid, etc.);
- Evaluate the usefulness of different data sources household
income and expenditure surveys, unorganized sector surveys, population census/surveys,
labour force surveys, surveys of household economic activities, informal sector surveys,
small enterprise surveys, time use surveys, others) for national accounts and other
purposes with regard to coverage, periodicity, reference period sample design non
response, etc.
- The constituent members also empowered the Group to enlarge the
terms of reference in view of the upcoming new demands.
- The participants agreed for the following plan of action for the
Delhi Group.
- Inventory of country practices;
- Evaluation of the area sampling frame list sampling frame and the
survey design
- Evaluation of data quality;
- Analysis of the criteria used to define the informal sector (e.g.
employment size non registration seasonality gender issue etc.)
- On the basis of the plan of action, the Secretariat will ask
members to make proposals for the submission of papers to be presented at the next meeting
of the Group.
- The Group decided that membership of the Delhi Group should be
open to all national statistical agencies. Interaction with the International Agencies and
Regional Commissions should be continuously and rigorously maintained to seek contribution
in the form of papers and participation of institutional representatives in the meetings
The Delhi Group should make serious efforts to seek the membership of African countries,
former Soviet Union Countries and renowned technical institutions. To this end, the
representative of the ILO has agreed to send the addresses and names of well recognized
persons in the field to the Delhi Group Secretariat.
- The participants emphasized the need of keeping the meetings at
more frequent intervals - at least once in 9 months in the beginning and once annually
thereafter Participants recommended that the next meeting of the Delhi Group be conducted
at the end of March 1998. The venue will be in India if no other member country comes
forward to host the meeting. Invitations should be sent well in advance of the meeting so
that participants have sufficient time to procure travel funds.
- Representative of the Asian Development Bank (ADB) indicated that
part of the expenditure of transportation etc. of some of the delegates for attending the
Export Group meetings could perhaps be met from ADB project funds in respect of
delegations from those countries which have on going ADB funded projects.
